Creating OOBs?
Sorry for all of the questions, promise this will be my last for awhile!
I'm trying to figure out how to create new OOBs, and while I've seen a few threads that mention the topic, I can't really find an overall summary of how it works... I've seen references to Excel spreadsheets (OK, but what to do with them?), an OOB editor in the SDK (couldn't find it), some kind of OOBNames spreadsheet (?), XML files (?), etc. I also found an old OOB editor for Gettysburg, but not sure if works with SOWWL or even works at all any more.
Basically I'd like to be able to create OOBs from the ground up for use in fictional campaigns; new unit names, commanders, etc.
Any help would be greatly appreciated!

I suggest downloading the SDK from the Norbsoft site and read through the manual. The link is somewhere on their site. You'll just have to hunt around for it.

Best advice I can give is take a look at an existing one, and also at unitglobal.csv in the KS Mod's Logistics folder. View all csv files in Excel, it makes it a lot easier. If you examine these two file types you will see how the units from unitglobal are used in the OOB file.

Will take a look at the various OOB files, but I don't understand other things, such as the purpose of the OOBnames.xml file?

It's one of the joys of MyGui. The xml file is used by the game engine to display the name of the units on the toolbar that the player clicks on. It does not use the names in the oob.

If you create a new OOB using all units from other KS OOBs you will be fine, as all the unit/commander names are already in the xml file. If you create your own units and commanders for other campaigns you will need to add every entry to the xml file each with a unique ID (column B in the OOB file). We have an xml creator tool I can let you have if you go down that route.

Thanks, that's helpful info about the OOBs. I'd probably create new units, so it would be great to get the xml tool if possible.
