Russia - Tsar Aleksandr Pavlovich I (b.1777), crowned Tsar 1801.

Austria - Franz Josef Karl (Francis II), Emperor of Austria (b.1768), crowned 1792.

Great Britain - King George William Frederick (George III) (b.1738), crowned 1760. Duke and Prince-Elector of Brunswick-Lüneburg ("Hanover") until promotion to King of Hanover 1814.

France - King Louis Stanislas Xavier Bourbon (Louis XVIII) (b.1755), crowned 1814.

Secondary Powers
