Is free placement of units possible in this or do I still need to make my scenarios the old-fashioned way by playing the game and marching the troops to where I need them? No problem if it doesn't allow this, I am just curious.

You can place divisions wherever you like, facing whatever direction you like. However, if you want to place brigades or batteries in certain locations, you'll need to do that the old fashion way.

And you can only do it in a Hunt Them Down scenario, I think.

One way around this is to create a division consisting of just one brigade.
