The Union may promote three generals to brigadier.
The Confederacy two.

The same goes for battle honors - each side may name three and two brigades respectively.

Neither side is able to equip upgraded weapons due to supply disruptions.

In the east, it will be up to the generals to decide if a promotion is called for (cavalry units are eligible in addition to the three and two in the west).
